The Police and Crime Commissioner (PCC) and the Chief Constable of Merseyside are seeking a new independent member to join their Joint Audit Committee.

This is a unique opportunity to contribute to the governance and oversight of Merseyside Police and the Office of the Police and Crime Commissioner.

The Joint Audit Committee is an independent body responsible for ensuring that both Merseyside's Police Commissioner and Merseyside Police adhere to national and local regulations, manage public finances lawfully, and mitigate undue risks. The Committee provides independent advice and recommendations on governance, risk management frameworks, internal control environments, and financial reporting.

As an Independent Member of the Joint Audit Committee, you will play a crucial role in reviewing and advising on the effectiveness of governance, risk management, and control frameworks. Your responsibilities will include:

  • Attending and actively participating in all Committee meetings.
  • Preparing thoroughly by reading and considering all reports and documents.
  • Formulating pertinent questions for senior management.
  • Maintaining a politically neutral stance in all contributions.
  • Applying your skills and experience to enhance the Committee's work.
  • Supporting the development of fellow Committee members.
  • Committing to personal development in the role.

The selection process will adhere to the principles of merit, fairness, and openness as outlined in the Code of Practice by the Commissioner for Public Appointments. Appointments will be made under the Nolan Principles of public life.

Independent Members will not be employees but will be engaged on a contract for services. The Committee will consist of three to five independent members, meeting four times a year at Merseyside Police Headquarters in Liverpool. Members will receive an annual fee of £2,750, subject to a 3-month probationary period, and will be reimbursed for reasonable expenses.

Members will serve a tenure of four years, with the possibility of re-application for a maximum of eight years. To ensure independence, certain restrictions apply, including disqualifications for individuals with significant business or personal dealings with the Force/OPCC, active political involvement, or recent service in related public sector bodies.

Candidates must undergo vetting checks and declare any arrests, cautions, or convictions. Successful applicants must have resided in the UK for three consecutive years and agree to their name, photo, and declaration of interests being publicly available.
